I found someone asking on google “how do i get the wheel to work in zelda wind waker?” so here is an article showing you how to get the ferris wheel in windfall to work.
What items needed:

How to do it:
To get it working all you need to do is make the wind, using your baton, to go facing the ferris wheel and then go round the back of the game house and ferris wheel and there will be a ladder. Climb up the ladder, and there would be a switch the will jump start the wheel. Jump on that and the wheel will start turning. If it doesn’t make the wind face the way you are when you are about to go back down the ladder.

And if you want to and you have the deku leaf, you could float down from the ferris wheel to the ledge coming out of the picture dude’s house. And you would be able to get lots of cash and then go through the hole and drop down then take a picture of the two people, and take it to the two ladies always having a chat accross from the stall, and they would give you a sea chart for treasure, Which may be useful if it leads you to a chart like the big octo chart.
I am not sure where to get the chart that leads you to that but if it’s this one then thanks me.
